maintainers: claim mbuf, mempool, ring, mk, kvargs, cmdline

I'm volunteer to maintain the following components of dpdk:

- mbuf packet api
- mempool library
- ring library
- build system
- kvargs
- command line library

Note: I've split rte_mempool and rte_malloc as these two libraries
are different enough.
